PESHAWAR, (UrduPoint / Pakistan Point News – 5 Mar, 2026) The Khyber Pakhtunkhwa Provincial Government has approved the Khyber Pakhtunkhwa Civil Servants Initial Recruitment Rules 2026, which introduces a new procedure for all government recruitment processes in the province.

Under the new policy, the county has been divided into six zones for staffing purposes, facility management informed Thursday. Out of every 30 vacant positions, 6 positions (20%) will be filled on open merit from across the province, while 24 positions (80%) will be distributed among regions under the zonal quota system.

According to the district distribution, District 1 includes Bajaur, Mohmand, Khyber, Kurram, Orakzai, North Waziristan, South Waziristan and other tribal subdivisions. Zone 2 consists of PeshawarNoshera, MardanAnd Charsadda and Swabi including Tehsil Jadon. Covers area 3 Malakand, SwatLower Dir, Upper Dir, Lower Chitral and Upper Chitral. Zone 4 includes KohatHanjo, Karak, Banoso that Marwat and Dera Ismail Khan. District 5 includes AbbottabadMansehra and Haripur, while Zone 6 includes backward areas of the district such as Kolai Palace and other remote areas.

Under the new rules, selection committees will be formed at multiple levels, including the administrative department, the facility department and its affiliated departments, and at the region level.

A new system of tests and interviews has also been introduced to ensure transparency in the recruitment process.

For entries in the sixth grade and above, the total marks will be 100.

70 marks will be allocated to the required academic qualification, 20 marks will be allocated to the written test, and 10 marks will be allocated to the interview. Candidates must obtain at least 40 percent marks in the written test to qualify.

Vacancies will be advertised in national and regional newspapers as well as on official government websites. Applicants will be given at least 15 days to submit their applications, and each advertisement will remain valid for one year.

If there are no female candidates available for a particular position, the position will be advertised three times. If no suitable female candidates are found, the position will then be filled within the general merit quota.

Selection committees will also maintain a waiting list for each region, which will remain valid for three months. If the selected candidate does not join the position, the position will be offered to the next candidate from the waiting list.

After appointment, candidates’ educational documents will be verified within three months, with the possibility of a three-month extension if necessary.

Temporary appointments to any position will not be made except after obtaining a no-objection certificate from the Public Service Bureau, and these appointments will be valid for one year.
