China and Eclipse Foundation sign AI evaluation deal aimed at Europe

BEIJING (APP – Urdu Point / Pakistan Point News – 29 Mar, 2026) Beijing academy The Foundation for Artificial Intelligence (BAAI) and the European Open Source Foundation Eclipse Foundation signed a cooperation agreement on Friday to develop a large open source modular assessment project tailored to European requirements.

The agreement, signed at the Zhongguancun Forum in Beijing, will focus on PanEval, an open source evaluation project based on BAAI’s FlagEval framework and designed for European use cases, according to information released at the event.

“Rather than directly replicating existing systems, PanEval is adapting this foundation to meet Europe’s specific needs regarding governance, regulatory compliance and language diversity. This includes alignment with EU AI law, as well as a strong focus on data independence and transparency,” the organization’s head of AI, Michael Burns, said in a recent blog post.

Michael Blagg, vice president of ecosystem development at the Eclipse Foundation, said more collaboration with Chinese partners could follow, including in artificial intelligence and automotive-related projects.

“There are a lot of things currently under discussion. There will be more in the future,” he said in an interview with China Economic Net on the sidelines of the forum.

In response to a question about Chinese open-source and open-weight AI models in Europe, Plagg said that language may in some cases be an obstacle. “Sometimes I feel like it’s a language barrier,” he said, adding that Alibaba’s Qwen model was already among the most widely used models in Europe.

He also said that some Chinese models appear to be too open by international standards, with developers in some cases releasing not only model weights but also training data.

The deal highlights the growing focus on cross-border AI collaboration regarding testing, governance and regulatory fit, as companies seek to adapt models and infrastructure for overseas markets.
